Elk Grove has plans to develop a midtown-like corridor near a high-volume street. Here’s where

The City of Elk Grove is planning an urban development project that would enhance the city’s retail, dining and entertainment scene.

City officials during a council meeting in April agreed to sign a letter of intent that would dedicate 20-acres of city-owned land near Elk Grove Boulevard for a mixed-use project with real estate company CenterCal Properties.

Their plan called Project Elevate, according to a city news release, requires 500,000 square feet for development that would cost about $170 million.

It includes a 100-plus room hotel, 10,000 square feet of Class-A offices, 80,000 square feet of high-end retail stores, and 200 urban apartments centered on a half-acre village park. The city said that 15% of the apartment units will be designated for affordable housing.

The space where the project site is intended is currently an empty field located at Elk Grove and Big Horn boulevards, between Big Timber and Civic Center drives

“The goal of Project Elevate is to develop an urban, walkable, mixed-use neighborhood in the heart of Elk Grove — imagine an urban oasis in the middle of our vibrant suburban city,” City Councilman Darren Suen, who sits on the Council’s Project Elevate Subcommittee, said in a news release. “A cool place with elevated shopping, dining, entertainment, and residential options is what our city needs and our residents deserve.”

According to the city, the developers goal is to build vertically with buildings up to four stories high, bringing a mix of residential, lodging and shopping spaces in a walkable plaza just north of District56.

Even after its completion, the project’s current layout provides the possibility to add to the site in the future, potentially doubling its size.

CenterCal VP of Development Scott Bohrer said in a news release that Elk Grove challenged their company to help bring the city’s vision of modern project that’s “unique to Elk Grove and the region” to life.

“Elevate Elk Grove presents a incredible opportunity to partner with a forward-thinking City and create a vibrant, modern urban district,” Bohrer said. “Creative land planning is where our team thrives most. We believe this plan represents something truly special.”

Elk Grove Councilmember Sergio Robles in a news release said that the project will become a place where residents can live, work, and play and visitors can extend their time in the city.

“Project Elevate’s exceptional mix of amenities, density, and modern design will be a local and regional draw,” Robles, who also was on Project Elevate’s subcommittee, said. “We took an innovative approach to conceptualizing the type of project we wanted, a place unlike any other in the city or region.”

The city said that construction could begin in early 2026.
